Is Silence for Three Tasbih in Salah a Wajib Omission?

Question
What do the noble scholars and jurists of Islamic law say about the following: After reciting Tasmīʿ (سمع اللہ لمن حمدہ), etc., in Qawmah and Jalsah, is it contrary to a wājib to remain silent for the duration of reciting سبحان اللہ three times? Is this the same as creating a gap of one rukn between two Fard and two wājib?
Answer
In the inquired situation, if the one who is offering salāh remains silent in qawmah after reciting tasmīʿ and taḥmīd or in jalsah after reciting اللّٰهم اغفر لى or رب اغفر لى for the duration of three tasbīḥ and doesn’t proceed to sajdah, this is omitting a wājib because this causes a delay in the fard sajdah of salāh, and it is wājib not to cause a delay of one rukn (three tasbīḥ) between two fard, two wājib, or a fard and a wājib. Therefore, remaining silent for this duration will cause omitting a wājib. If this is done forgetfully, then sajdah sahw is wājib. But doing this purposefully is Makrūh Taḥrīmī, and repeating the salāh becomes wājib.
However, if reciting tasmīʿ and taḥmīd in qawmah and اللّٰهم اغفر لى in jalsah takes this amount of time, and the delay is not due to remaining silent and pondering, then this will not affect the salah. This is because, in this case, the person has recited the sunnah and mustaḥab azkār (prescribed litanies) of qawmah and jalsah, which is not delaying; instead, it is sunnah and mustaḥab.
Forgetfully delaying a fard or wājib of salāh for the duration of a rukn causes sajdah sahw to become wājib. Thus, it is stated in Radd al-Muḥtār:
فی سھو البحر: قیدہ فی فتح القدیر بان یکون مقدار ما یتأدی بہ رکن اھ، ای: لان الظاھر ان العلۃ ھی تاخیر ۔ ۔ ۔ و ھو ما دون رکن معفوّ عنہ، ملخصا

It is stated in al-Durr al-Mukhtār while discussing the rulings of the wājibāt of salāh:
و ترک ۔ ۔ ۔ کل زیادۃ تتخلل بین الفرضین
It is stated in Radd al-Muḥtār in the commentary of this:
و یدخل فی الزیادۃ السکوت، حتی لو شک فتفکر سجد للسھو کما مر و قولہ (بین الفرضین) غیر قید، فتدخل الزیادۃ بین فرض و واجب کالزیادۃ بین التشھد الاول و القیام الی الرکعۃ الثالثۃ کما مر ۔ ۔ ۔ ذکر البلخی فی نوادرہ عن ابی حنیفۃ : من شک فی صلاتہ فأطال تفکرہ فی قیامہ او رکوعہ او قومتہ او سجودہ او قعدتہ لا سھو علیہ، و ان فی جلوسہ بین السجدتین فعلیہ السھو ۔ ۔ ۔ اھ، و قولہ لا سھو علیہ مخالف للمشھور فی کتب المذھب ، ملخصا

It is stated in al-Jawhar al-Kulli Sharḥ ʿUmdah al-Musalli in the discussion about the ruling related to the wājibāt of salāh:
الخامس: اتیان کل فرض من فرائض الصلاۃ، و المراد بہ الارکان فی موضعہ الذی شرع اداؤہ فیہ من غیر تاخیر لہ عنہ قدر رکن، و السادس: اتیان کل واجب من واجبات الصلاۃ کذلک یعنی فی موضعہ الذی شرع اداؤہ فیہ من غیر تاخیر، حتی لو ۔ ۔ ۔ تفکر فی صلاتہ و لم یشتغل حالۃ التفکر بقرأۃ و لا تسبیح حتی مکث قدر اداء رکن وجب علیہ سجود السھو، ملخصا

عدم اتیانہ فی محلہ صادق بتاخیرہ عن محلہ۔ ۔ ۔ بفعل اجنبی کمسئلۃ التفکر، ملخصا

Sadr al-Sharīʿah Muftī Muḥammad Amjad ʿAli Aʿzami رحمة اللہ تعالى عليه states in ‘the wājibāt of salāh’:
دو فرض یا دو واجب یا واجب، فرض کے درمیان تین تسبیح کی قدر وقفہ نہ ہونا (واجب ہے)۔
Translation: Not delaying between two fard, two wājib, and a fard and wājib for the duration of three tasbīḥ (is wājib). (Bahār-e-Sharī’at, Vol. 01, pt. 03, p. 519, Publ. Maktaba-Tul-Madīnah, Karachi)
Sadr al-Sharīʿah Muftī Muḥammad Amjad ʿAli Aʿzami رحمة اللہ تعالى عليه states in ‘the rulings of sajdah sahw’:
قراءت وغیرہ کسی موقع پر سوچنے لگا کہ بقدر ایک رکن یعنی تین بار سبحان اللہ کہنے کے وقفہ ہوا، سجدۂ سہو واجب ہے۔ (مزید آگے فرماتے ہیں:) ایک رکن کی قدر خاموش رہا اور سوچتا رہا۔ ۔ ۔ تو سجدۂ سہو واجب ہے۔
Translation: If one started pondering during qira’ah or at any other time due to which there was a pause equal to one rukn (three tasbīḥ), sajdah sahw is wājib. (He further states) If one remained silent for the duration of a rukn and was pondering, sajdah sahw is wājib. (Bahār-e-Sharī’at, Vol. 01, pt. 04, p. 715,719, Publ. Maktaba-Tul-Madīnah, Karachi)
It is stated in Masāʾil-e-Sajdah Sahw:
دو فرض یا دو واجب یا واجب اور فرض کے درمیان تین تسبیح کی مقدار وقفہ نہ ہونا واجب ہے۔ لہٰذا اگر کوئی شخص رکوع سے اٹھنے کے بعد بھول کر تین تسبیح کی مقدار کھڑا سوچتا رہا، تو اس پر سجدۂ سہو واجب ہے اور اگر قصدا (جان بوجھ کر) اتنی دیر کھڑا رہا، تو نماز لوٹائے۔
Translation: It is wājib NOT to have a pause equal to three tasbīḥ between two fard, two wājib, and a fard and wājib. Therefore, if a person stood up from rukuʿ and forgetfully stood there pondering for the duration of three tasbīḥ, sajdah sahw is wājib upon him. But if he intentionally stood there for this duration, he must repeat this salāh. (Masāʾil-e-Sajdah Sahw, p. 79, Publ. Nagpur, India)
Reciting tasmīʿ and taḥmīd during qawmah is sunnah. Regarding this, Sadr al-Sharīʿah Muftī Muḥammad Amjad ʿAli Aʿzami رحمة اللہ تعالى عليه states:
رکوع سے اٹھنے میں امام کے ليے سَمِعَ اللہُ لِمَنْ حَمِدَہ کہنا اور مقتدی کے ليے اَللّٰھُمَّ رَبَّنَا وَ لَکَ الْحَمْد کہنا اور منفرد کو دونوں کہنا سنت ہے۔
Translation: When standing up from rukūʿ, it is sunnah for the imām to recite سَمِعَ اللہُ لِمَنْ حَمِدَہ, for the muqtadi to recite اَللّٰھُمَّ رَبَّنَا وَ لَکَ الْحَمْد, and for a munfarid to recite both. (Bahār-e-Sharī’at, Vol. 01, pt. 03, p. 527, Publ. Maktaba-Tul-Madīnah, Karachi)
Regarding it being Mustaḥab to recite a duʿā between two sajdahs, the Imām of Ahl as-Sunnah, Aʿlā Ḥazrat, Imām Aḥmad Razā Khān رحمة اللہ تعالى عليه mentions:
اللّٰھم اغفرلی کہنا امام و مقتدی و منفرد سب کو مستحب ہے اور زیادہ طویل دعا سب کو مکروہ۔ ہاں منفرد کو نوافل میں مضائقہ (حرج) نہیں۔
Translation: Reciting اللّٰہم اغفرلی is Mustaḥab for an imām, muqtadī, and a munfarid, but a very lengthy duʿā is Makrūh for all. However, for a munfarid offering nawāfil, there is no harm in this. (Fatāwa Razawiyah, Vol. 06, p. 182, Publ. Razā Foundation, Lahore)
