Ruling on saying, ‘Not every task is by the Will of Allah’

Question

    What do the scholars of Islam and Muftis of the blessed Shari’ah guide regarding the matter that Zayd said to his friend Abu Bakr, ‘You cannot get this thing.’ Bakr replied, ‘I will get it if Allah wills.’ Zayd said, ‘Not every task is done by the Will of Allah. In some matters, people have authority too.’ The question is how is this answer of Abu Bakr?

بِسْمِ اللہِ الرَّحْمٰنِ الرَّحِیْمِ

اَلْجَوَابُ بِعَوْنِ الْمَلِکِ الْوَھَّابِ اَللّٰھُمَّ ھِدَایَۃَ الْحَقِّ وَالصَّوَابِ

    The ruling of Kufr (disbelief) for Zayd is very clear in the aforementioned case. It is Fard (obligatory) for him to repent and do renew his Īmān (faith). If he is married, he must do renew his Nikah (marriage) too. Because the sentence he spoke, ‘Not every task is done by the Will of Allah,’ in the reply of what Abu Bakr said, ‘I will get it if Allah wills,’ clearly means that a few tasks are done without the Will of Allah. Having this belief is explicit disbelief and denying Islamic beliefs. The correct belief stated in the Holy Qur’an and Hadees is that every task, whether small or big, is only done by the Will of Allah Almighty. Nothing can be done without His Will. Even if He does not will, humans cannot even "will something". Hence Allāh Almighty, has stated:

وَ مَا تَشَآءُوۡنَ  اِلَّاۤ  اَنۡ یَّشَآءَ اللّٰہُ  رَبُّ الۡعٰلَمِیۡنَ ٪﴿۲۹

    And (in reality) what can you desire, unless it is willed by Allah; Lord of all the worlds.

[Kanz-ul-Iman (translation of the Qur’an)] (Part 30, Surah Al-Takweer, Verse 29)

وَاللہُ اَعْلَمُ عَزَّوَجَلَّ وَرَسُوْلُہ اَعْلَم صَلَّی اللّٰہُ تَعَالٰی عَلَیْہِ وَاٰلِہٖ وَسَلَّم
