Can Dua Change The Fate?

Question

What do the Islamic scholars say about the following matter: I have heard that Taqdeer [fate] can change through Du’a. Is this correct?

بِسْمِ اللہِ الرَّحْمٰنِ الرَّحِیْمِ

اَلْجَوَابُ بِعَوْنِ الْمَلِکِ الْوَھَّابِ اَللّٰھُمَّ ھِدَایَۃَ الْحَقِّ وَالصَّوَابِ

  There are three types of Taqdeer [fate]:

  (1) Mubram Haqeeqi: This cannot be changed by any dua or action.

  (2) Mu`allaq which seems like Mubram[معلق مشابہ مبرم]: Regarding this, it is not even written on the scriptures of the angels as to which action or Du’a will change it, however, the pious saints of very high spiritual status are given access to this. It is regarding this type that it is mentioned in a Hadees ‘Du’a stops Mubram fate(i.e. Mua’llaq which seems like Mubram)’ (Kanz-ul-Ummal, vol. 1, pp. 28, part 2)

  (3) Mu`allaq Mahd[معلق محض]: Regarding this type, it is written on the scriptures  of the angels as to which dua or action it can be changed by.  Most of the pious saints have access to this and they can stop this type of fate by their Du’a or by their focus.(Bahar-e-Shari’at, vol. 1, pp. 12, part 1, Maktaba-tul-Madinah Al-Mu’tamad Al-Mustanad, pp. 54)

  It has been narrated in Sunan Ibn-e-Majah: ‘Sayyiduna Sawban رَحْمَةُ اللهِ عَلَيْه has narrated that our beloved  Prophet صَلَّى اللهُ عَلَيْهِ وَاٰلِهٖ وَسَلَّم has said, ‘Nothing can increase life except virtue and nothing can stop  fate  except Dua’.(Sunan Ibn-e-Majah, vol. 1, pp. 69, Hadees 90)

  Hakeem-ul-Ummat Mufti Ahmad Yar Khan Na’eemi رَحْمَةُ اللهِ عَلَيْه has said, ‘i.e. by the blessings of Du`a, a coming calamity can be stopped. Dua of pious saints stops calamities. Fate (in this Hadees) refers to Mu`allaq  fate or  fate that is Mu`allaq but seems like Mubram, as both of these are often amended but Mubram  fate cannot be stopped.(Mirat-ul-Manajih, vol. 3, pp. 295)
